Voters who are registered on the electoral lists for legislative elections on the day of the referendum.
This includes people who:
- have the Luxembourg nationality;
- are 18 years old or more on the day of the referendum;
- enjoy their civil and political rights;
- are domiciled in the Grand Duchy of Luxembourg.
Luxembourg citizens residing abroad may participate in the referendum by postal vote.
Luxembourg citizens residing abroad, who are not on the electoral lists but who are entitled to vote due to their Luxembourg nationality, may participate in the referendum by postal vote.
Only those who actually have the right to vote can thus participate in the referendum.
