Conditions to vote

To vote in municipal elections, voters must:

  1. be at least 18 years of age on election day;
  2. enjoy civic rights and not have forfeited voting rights in the State of residence or State of origin ; the latter condition may not, nonetheless, be invoked against non-Luxembourg citizens who, in their country of origin, have lost the right to vote because of their residence outside their State of origin
  3. for Luxembourg nationals, be domiciled in the Grand Duchy of Luxembourg;
  4. for nationals of another EU Member State or the Schengen Area, be domiciled in the Grand Duchy and have resided there at the time of the request for registration on the electoral list;
  5. for other foreign nationals, have a valid residence permit or "carte de légitmation", be domiciled in the Grand Duchy and have resided there at the time of the request for registration on the electoral list.

Conditions to be a candidate

To stand for election one must:

  1. be at least 18 years of age on election day;
  2. enjoy civil rights and not have been deprived of the right to stand as a candidate either in the Grand Duchy of Luxembourg or in their State of origin ; the latter condition may not, nonetheless, be invoked against non-Luxembourg citizens who, in their country of origin, have lost the right to stand for election because of their residence outside their State of origin ;
  3. have their usual residence in the municipality, i.e., they must have been living ordinarily for at least 6 months in the commune at the time of filing their candidate application.

To support their candidacy, nationals of another EU Member State or the Schengen Area must produce a statement specifying their nationality and address in the Grand Duchy of Luxembourg, and that they have not been deprived of the right to stand for election in their State of origin, or, where applicable, that the loss of the right to stand for election is due to the conditions of residence imposed by the State of origin, as well as a valid ID.

To support their candidacy, foreign nationals from outside the EU or the Schengen Area must produce a statement specifying their nationality and address in the Grand Duchy of Luxembourg, and that they have not been deprived of the right to stand for election in their State of origin, or, where applicable, that the loss of the right to stand for election is due to the conditions of residence imposed by the State of origin, as well as a  valid residence permit or "carte de légitmation".
